Halyard cleat

No, I guess it's just worn.  Bought a replacement, now just got to figure out how to remove the old one, it's not screws

Is the cleat fitted upside down, we had an Aero at the club with this problem.

On one of my lower masts (the 7) the bottom halyard cleat won't grip the halyard, it just slips out.  Any suggestions?
